Expands Delaware's Public Assistance Code to include preventative and urgent dental care as covered benefits for all eligible Medicaid recipients.

Defines "preventative dental care" as fluoride treatments, teeth cleaning, restorative treatments, periodontal disease prevention, and other Department-authorized dental procedures.

Defines "urgent dental care" as examinations, diagnostic radiographs, pain/infection treatment, tooth extractions, incisions and drainage, and other Department-authorized emergency dental procedures.

Establishes a $1,000 annual limit per recipient for preventative or urgent dental care, with an additional $1,500 emergency authorization available through State Dental Director review for multiple painful conditions.

Requires a $10 copay for all preventative or urgent dental care treatments and sets reimbursement rates to dentists at the same level as Medicaid pediatric dental care rates.
