Amends Delaware Code Title 21 to revise the special license plate provisions for members of the Marine Education, Research and Rehabilitation Institute, Inc.

Applies to private passenger vehicles or trucks with a 3/4-ton or smaller manufacturer's rated capacity.

Requires a one-time fee of $50 upon initial application, which includes a $15 administrative fee for the Division of Motor Vehicles, in addition to annual registration fees.

Allows license plates to display colors and designs requested by the Marine Education, Research and Rehabilitation Institute, Inc., using the same numbers and letters as the vehicle's current registration rather than special sequential numbering.

Deposits the $15 administrative fee into a special fund for Division operations and projects, and deposits the remaining $35 with the State Treasurer for use by the Marine Education, Research and Rehabilitation Institute, Inc.
