Modifies the Cemetery Board from 3 cemetery owners and 2 public members to 2 cemetery owners and 3 public members, with members serving 3-year terms eligible for multiple reelections.

Expands the definition of "cemetery" to include facilities for final disposition of cremated remains and adds "abandoned cemetery" as a new defined term.

Allows volunteers to register abandoned cemeteries and enables abandoned cemeteries to qualify as distressed cemeteries if registered with the State by a responsible party.

Changes cemetery registration from biennial to every five years or upon change of ownership, and authorizes the Board to address specific cemetery issues requested by the Governor or General Assembly.

Funds the Distressed Cemetery Fund by adding $2.00 to death certificates fees (under Title 16, Section 3132) and requires annual audits by the State Auditor's Office.
