Adds advanced emergency medical technicians (AEMTs) and paramedics to the list of protected victims under Delaware's offensive touching statute (§601).

Offensive touching against AEMTs or paramedics performing lawful duties is elevated to a class A misdemeanor, matching the protection level given to law enforcement officers, firefighters, and medical professionals.

Maintains existing provisions requiring defendants charged with striking someone with bodily fluids to be tested for transmittable diseases, with test costs assessed upon conviction.

Test results are restricted to the Attorney General, victim, defendant, and Department of Correction medical care provider.
