Increases the Delaware Commission of Veterans' Affairs from 15 to 17 members by adding 2 at-large commissioners appointed by the Governor.

Restructures the appointment process so that 15 commissioners represent statewide veteran membership organizations (which must submit at least 3 nominees) and 2 commissioners serve at-large positions.

Requires commissioners representing veteran organizations to remain members in good standing of their nominating organization throughout their 4-year terms.

Adds Delaware National Guard to the list of military service organizations that qualify a person to serve as a commissioner, alongside the U.S. Army, Air Force, Navy, Marine Corps, and Coast Guard.
