Expands the definition of "income" in Delaware child support law to include lump sum payments from employers, in addition to periodic payments like wages and salary.

Authorizes the Division of Child Support Enforcement to issue income withholding orders against lump sum payments to satisfy arrears or retroactive support obligations.

Lump sum payments subject to income withholding are not included in the existing calculation of ongoing support payments.

Consumer Credit Protection limits apply to all lump sum income withholding orders, consistent with existing income withholding protections.
