Amends §2208(c) of Title 13 to require the State Directory of New Hires to provide the Division of Child Support Enforcement with the date an employee first performed services for remuneration when reporting matches of social security numbers.

Amends §1156A(b) of Title 30 to require employers to report the date services for remuneration were first performed by newly hired employees when submitting new hire reports to the State Directory.

Implements compliance with the federal Claims Resolution Act (Public Law 111-291) signed December 8, 2010, which mandates this data element in state new hire reporting.

Failure to comply with the federal requirement would result in loss of 66% of federal financial participation in the Division of Child Support Enforcement's state plan.
