Adds criminal history background check requirements for psychology license applicants, including state and federal criminal records obtained through the State Bureau of Identification and FBI.

Prohibits licensing of applicants convicted of felony sexual offenses and requires mandatory permanent license revocation for any licensee convicted of such offenses.

Requires all licensed psychologists to submit fingerprints every 10 years at their own expense for recurring criminal background checks, with an initial submission deadline of January 1, 2013.

Creates a mandatory reporting duty for licensed psychologists to report to the Division of Professional Regulation within 30 days if they reasonably believe another healthcare provider has engaged in misconduct, is unable to practice safely, or abuses drugs or alcohol.

Provides immunity from civil or criminal liability for psychologists who report in good faith under this section, with the burden on complainants to prove gross or wanton negligence.
