Amends Section 4116 of Title 21 of the Delaware Code to include bicycles in the overtaking and passing regulations that previously applied only to motor vehicles.

Requires motor vehicle drivers approaching a bicyclist traveling in the same direction to maintain a reasonable and prudent distance between the vehicle and bicycle.

Establishes a minimum 3-foot passing distance between a motor vehicle and an overtaken bicycle as the standard for reasonable and prudent passing.

Requires motor vehicle drivers to reduce speed to at least 10 miles per hour below the posted speed limit if a 3-foot passing distance is impossible before attempting to pass to the left of a bicycle.

Based on similar legislation in Rhode Island and supported by the Delaware Bicycle Council.
