Grants the Department of Health and Social Services authority to establish safety and sanitary standards for locations where medical or health-related treatment is provided, and to investigate and inspect such locations upon receipt of complaints or occurrence of adverse events.

Allows the Department to order closure of any location posing substantial risk to public health or safety until conditions are remedied.

Defines "complaint" as a written statement filed within 5 days by a person over 18 who observed unsafe or unsanitary conditions and reported them to staff; complaints cannot be anonymous.

Authorizes the Division of Professional Regulation to discipline licensed physicians, nurses, and other medical professionals for maintaining unsanitary or unsafe treatment locations through fines, license restriction, suspension, or revocation.

Permits the Department and Division of Professional Regulation to share information regarding unsafe or unsanitary conditions in accordance with applicable law.
