Allow commercial crab pot and crab dredger licenses to be transferred more than one time, removing the previous one-time transfer restriction.

Permit posthumous transfer of shellfish licenses to a designee after the license holder's death.

Remove the requirement that a license cannot have been previously transferred to a designee on or after July 12, 1995.

Make the changes retroactive to July 12, 1995 to cover any person who died while holding an unexpired license.
