Reduces the waiting period for felony conviction waivers from 5 years after discharge of all sentences to 5 years from the date of conviction for professional license applicants across 40+ licensing boards

Eliminates the 5-year waiting period entirely for misdemeanor convictions and violations when applying for professional license waivers

Requires applicants seeking criminal conviction waivers to not be incarcerated, on work release, probation, parole, or serving a suspended sentence at the time of application

Mandates that applicants must be in substantial compliance with all court orders regarding fines, restitution, and community service to qualify for waivers

Adds a new requirement for adult entertainment establishments to submit fingerprints and obtain state and federal criminal background checks for all licensees and employees
