Amends §109(d) Chapter 1 of Title 1 of the Delaware Code to require bills and amendments to set out in full the sections or subsections being amended, with deletions shown by strike through and new words indicated by underlining.

Exempts annual operating budget, capital improvements budget, and grants in aid legislation from the strike-through and underlining requirements, but requires these bills to include a side-by-side comparison of prior year and proposed appropriations along with authorized positions comparison.

Effective January 1, 2012.

Does not apply to amendments introduced on or after January 1, 2012 that amend bills introduced prior to January 1, 2012.
