Amends Delaware Constitution Article II, Section 1 to reserve power for registered electors to propose laws and constitutional amendments independently of the General Assembly through the initiative process.

Requires initiative petitions to be signed by at least 5% of electors who voted in the immediately preceding general election and filed no later than 5 months before a general election.

Establishes an indirect initiative procedure where proposed legislation is first submitted to the General Assembly for consideration, amendment, or enactment without requiring ratification if passed without changes.

Places initiatives on the ballot for the next general election if the General Assembly fails to enact them, with voter approval by majority vote making them law; if conflicting legislation is enacted, both proposals go to voters who choose between them.

Exempts the Governor's veto power from applying to initiated legislation ratified at a general election; revenue-raising initiatives must be directed to the House of Representatives only.
