Amends Article II, Section 1 of the Delaware Constitution to establish that the people retain the power to approve or reject any statute, law, or resolution through a referendum process.

Establishes a 60-day suspension period after enactment during which legislation cannot become effective, except for emergency legislation certified as necessary for public health, safety, or government continuance.

Allows citizens to trigger a referendum if more than one percent of registered Delaware electors submit a valid petition during the 60-day suspension period; affected legislation then goes to voters at the next general election.

Prohibits emergency legislation from creating or abolishing offices, changing officer compensation or duties, granting franchises, increasing fees or penalties, or creating vested rights.

Provides that legislation rejected in a referendum vote is automatically repealed 30 days after the election, while approved legislation becomes effective upon official proclamation of election results.
