Changes references throughout Title 14 from "student testing program" to "state assessment system" and replaces "DSTP" (Delaware Student Testing Program) with "state assessment system" or "assessment" terminology.

Deletes subsection (b) of § 151 and renumbers subsequent subsections accordingly, with corresponding cross-reference updates throughout related sections.

Removes the Student Assessment and Accountability Committee requirement from § 153(b) and reduces the identification criteria from 5 categories to 3 for public schools and school districts.

Eliminates "Academic Review" and "Academic Progress" designation categories and adds "Under Improvement" status aligned with federal Elementary and Secondary Education Act (ESEA) criteria for both schools and districts.

Expands assessment security provisions in § 172 to include specific prohibitions on unauthorized electronic devices, improper student identification, unauthorized assessment copies, and failure to properly destroy materials and scratch paper used during assessments.

Adds new definitions in § 170 for "log-in," "secure browser," "Student Identification Number," and "assessment site" to clarify computerized assessment administration procedures.
