Adds new § 3361 requiring all individual health insurance policies in Delaware to cover recommended Pneumococcal, Human Papillomavirus (HPV), Varicella, and Zoster immunizations.

Amends § 3558 to require health carriers to provide coverage without cost-sharing (copayments, coinsurance, deductibles) for preventive services with A or B ratings from the United States Preventive Services Task Force and immunizations recommended by the Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices.

Requires health carriers to cover evidence-informed preventive care for infants, children, adolescents, and women as provided in guidelines supported by the Health Resources and Services Administration.

Mandates health carriers review and update covered preventive services annually to align with current recommendations from the U.S. Preventive Services Task Force, CDC, and Health Resources and Services Administration.

Effective for policies issued or renewed after June 30, 2011; provisions void if the Patient Protection and Affordable Care Act is declared unconstitutional by the U.S. Supreme Court.
