Creates new Chapter 32 of Delaware Code establishing procedures for identifying victims and witnesses in criminal and delinquency proceedings using initials, pseudonyms, or other alternatives to full names in police reports, complaints, warrants, indictments, and court documents.

Requires the Attorney General or investigating law-enforcement agency to maintain confidential records of victims' and witnesses' actual names and identifying information, with such records exempt from Freedom of Information Act disclosure.

Permits courts to order disclosure of a victim's or witness's name only when disclosure is required by law or when interests of justice require it, with other identifying information governed by Chapter 94 of Title 11.

Prohibits defendants or respondents from disclosing victim or witness identifying information provided to them for defense preparation to anyone other than their attorney or others directly involved in defense preparation, with violations prosecuted under Section 1271.

Applies to criminal and delinquency proceedings in Superior Court, Family Court, Court of Common Pleas, and Justice of the Peace Court, protecting crime victims and witnesses from harassment, threats, or embarrassment resulting from public access to court documents.
