Authorizes placement of memorial signage along Delaware roads and highways for firefighters, EMS personnel, and law enforcement officers killed in the line of duty.

Signage must be constructed and installed in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) published by the Federal Highway Administration under 23 CFR, Part 655, Subpart F.

Specifically authorizes memorial signage for Michelle Smith and Stephanie Callaway at the locations where they were killed in the line of duty.

Amends Title 17 of the Delaware Code by adding § 531 to establish the authorization for such memorial signage.

Applies to future emergency personnel deaths on Delaware roads in addition to the two individuals specifically named.
