Establishes a Workplace Bullying Task Force composed of 11 members including the Attorney General, Secretary of Labor, representatives from business and labor organizations, ACLU of Delaware, Delaware Bar Association, and Delaware Chamber of Commerce.

Task Force shall examine definitions of workplace bullying not addressed by existing law, determine if additional laws are needed, and evaluate different remedy models including private rights of action, injunctive relief mechanisms, state enforcement through discrimination or occupational safety laws.

Task Force shall recommend proposed legislation and other measures to address workplace bullying in Delaware.

First meeting must convene within 60 days of enactment, with the Secretary of Labor serving as chair.

Task Force shall submit findings and recommendations to legislative leadership, Controller General, Secretary of Labor, and Office of Management and Budget by April 30, 2013.
