Establishes a Workplace Bullying Task Force to study workplace bullying in Delaware and recommend state policy responses.

Task Force composed of the Attorney General, Department of Labor Secretary, Delaware Healthy Workplace Advocates coordinator, two business representatives, two labor organization representatives, and executives from the ACLU of Delaware, Delaware Bar Association, and Delaware Chamber of Commerce.

Task Force must examine definitions of workplace bullying, assess need for additional laws, and evaluate remedial models including private rights of action, injunctive relief mechanisms, state enforcement through employment discrimination law, and occupational safety and health administration enforcement.

Secretary of Labor serves as Task Force chair and must convene first meeting within 60 days of enactment.

Task Force must submit findings and recommendations to legislative leadership and state officials by April 30, 2013.
