Creates a Task Force to evaluate options for reducing Delaware's public school districts from 19 to no more than 5 and to improve administrative efficiencies and decrease costs.

Task Force composition includes 2 Department of Public Education representatives, 2 public members appointed by the House Speaker, 2 public members appointed by the Senate President Pro Tempore, and 3 public members appointed by the Governor, with no school district employees eligible for membership.

Task Force shall analyze factors including costs and savings associated with district consolidation and elect a chairperson from its membership at the first official meeting.

Public school districts are directed to avoid entering into new personnel, staff, administrator, or transportation contracts that extend past June 30, 2014.

Task Force must submit written recommendations to the Governor, House Speaker, and Senate President Pro Tempore by June 1, 2012, with implementation of recommendations required by July 1, 2014.
