Urges all Delawareans, particularly citizens of Smyrna and Kent County, to honor Major Allen McLane, a significant Delaware Revolutionary War hero whose contributions have been historically overlooked.

Recognizes McLane's distinguished military service including battles at Long Island, White Plains, Trenton, and Princeton, and his recruitment of 94 soldiers at his own expense for the Continental Army.

Credits McLane with a crucial diplomatic mission as an envoy to French Admiral Count de Grasse at Jamaica, which directly contributed to the American victory at Yorktown and ultimately the Revolutionary War.

Requests citizens to propose appropriate permanent memorials to McLane and submit suggestions to the Delaware General Assembly, Smyrna Town Council, and Kent County Levy Court.

Notes McLane's post-war service as Customs Collector of the Port of Wilmington (appointed 1797) and his opposition to slavery in Delaware, as well as his son Louis's distinguished career as a U.S. Congressman, Senator, and Secretary of Treasury and State.
