Establishes a Carpet Recycling Strategy Subcommittee under the Recycling Public Advisory Committee (RPAC) to develop carpet recycling recommendations for Delaware.

Requires the subcommittee to include representatives from the Division of Waste and Hazardous Substances, Delaware Solid Waste Authority, Delaware Economic Development Office, carpet recyclers, installers, retailers, the Carpet and Rug Institute, and designees from the Senate Pro Tem and House Speaker.

Directs the committee to gather information and make recommendations on increasing carpet recycling in Delaware with a goal of diverting 100% of all removed carpet to recyclers.

Committee recommendations must address funding mechanisms for universal carpet recycling and requirements for reporting carpet recycling activities.

Committee must be formed within 60 days and submit a report to the General Assembly by March 15, 2012, with RPAC submitting final recommendations within one year of passage.
