Creates a nonpartisan Title IX Task Force to interpret Title IX compliance and advise public higher education institutions receiving state funds when they seek to eliminate varsity programs.

Task force composition includes 9 members: a retired judge, representatives from the three public higher education institutions, Delaware Interscholastic Athletic Association representative, public school representative, and at-large representatives from each county, all appointed by the Governor.

Task force shall establish its own rules and procedures for conducting public hearings and may meet outside of public hearings at the chair's direction.

Task force shall report annually to the Department of Education and continue operating until the Legislature determines its service is no longer necessary.

Governor shall designate one of the nine members to serve as chair and call the first meeting to order.
