Authorizes fraternal and veterans organizations with national affiliation, or organizations with primarily veteran membership (established by January 1, 2013), to operate charitable video lottery machines upon Director approval.

Establishes revenue distribution: 50-70% of proceeds returned to players, 43.5% to the State, and remaining amount to the charitable organization.

Limits each charitable gaming organization to a maximum of 20 charitable video lottery machines.

Requires monthly reporting by organizations on amounts played and returned to players, with access granted to Lottery Office and Division of Gaming Enforcement for enforcement.

Sunsets on June 30, 2013, serving as a temporary measure while permanent legislation for charitable video lottery machines is being considered.
