Creates new Chapter 45 of Title 18 (Delaware Code) establishing the "Certificates of Insurance Act" to regulate certificate of insurance forms and usage.

Defines certificates of insurance as documents issued by insurers or insurance producers as evidence of property or casualty insurance coverage, excluding policies, binders, endorsements, and auto ID cards.

Prohibits certificates from containing false or misleading information, from altering or extending the underlying policy coverage, and from warranting policy compliance with contract requirements.

Authorizes the Insurance Commissioner to prohibit unfair, misleading, deceptive, or unlawful certificate forms and to enforce violations through cease-and-desist orders and fines up to $1,000 per violation.

Amends Section 2407(a) to add insurance fraud penalties for preparing, presenting, or requiring issuance of certificates of insurance containing false or misleading information about referenced policies.
