Allows same-day voter registration on Election Day for presidential primaries, primaries, special elections, and general elections, replacing the previous deadline of the fourth Saturday before the election

Voters registering at polling places on Election Day must present a current government-issued photo ID, or a utility bill, bank statement, government check, paycheck, or other government document showing name and address dated within 60 days

Mail registration applications must be received (not just postmarked) by the deadline to be considered on-time

Eliminates the separate 10-day registration deadline that previously applied specifically to special elections

Departments of elections may process address or name changes to existing voter registrations up through Election Day
