Grants buyers of manufactured homes the exclusive right to choose between assuming the existing lease from the seller or negotiating a new lease with the community owner.

Requires landlords to accept or reject a prospective tenant within one week of receiving notice of intent to sell, transfer, or convey the manufactured home.

Mandates community owners furnish prospective buyers with a proposed lease agreement and all required disclosures under section 7005 at least 14 days before the scheduled sale or transfer.

Preserves buyer protections allowing 3 years to complete community standard changes, with landlords retaining authority to require faster completion for safety-related changes.

Establishes that if the seller-tenant has not made required standard changes, the buyer must deposit 120% of estimated costs into a jointly-controlled account before work begins.
