Establishes Chapter 52C in Delaware Code to create a voluntary supplemental insurance program for eligible state employees.

Requires participating employees to pay the full premium cost for supplemental insurance coverage with no cost to the State.

Mandates the supplemental insurance carrier be licensed in Delaware, ranked in Fortune 200, possess minimum assets of $40 billion, and maintain a minimum claims loss ratio of 50%.

Requires supplemental policies to include accident, cancer, and critical care/recovery as mandatory benefits, with dental, vision, and short-term disability as optional benefits.

Makes supplemental insurance available during mid-year open enrollment beginning fourth quarter 2013, with coverage effective January 1, 2014.
