Allows the Town Council and Town Manager to define the specific term and compensation in an employment contract.

Modifies removal procedures to require the Town Council to follow preliminary and final resolution processes, with at least 20-30 days between notification and public hearing if requested.

Permits the Town Council and Town Manager to agree to extend the timeline for holding a removal hearing beyond the standard 20-30 day period.

Changes severance obligations so that suspended or removed Town Managers receive unpaid salary and payments required under their employment contract, rather than an automatic three calendar months of salary.
