Increases the limit on retail alcoholic beverage licenses that any single person may hold from 2 licenses to 3 licenses.

Applies the new 3-license limit prospectively to all future license applications and holders.

Grandfathers existing license holders who acquired more than 3 licenses prior to April 1, 1992, allowing them to retain and renew all such licenses without restriction.

Requires the Alcoholic Beverage Control Commissioner to refuse new licenses to applicants with any financial, pecuniary, beneficial, management, supervisory, or other interest in 3 or more retail licenses.
