Requires all bills and joint resolutions in either House of the General Assembly to have a fiscal note attached.

Bills or joint resolutions that authorize expenditures not previously authorized in the annual budget must include a 3-year fiscal projection attached before initial committee consideration.

Bills or joint resolutions relating to public pension or retirement plans that would authorize expenditures must include a long-term fiscal projection reflecting estimated actuarial costs, attached before initial committee consideration.

Fiscal notes and projections must be attached by the bill sponsor prior to the measure's initial committee consideration in the House of origin.
