Creates a new "FV" (Farm Vehicle) license plate category for farm motor vehicles, farm vehicles, and farm trailers that are exempt from inspection requirements

Requires a one-time $10 registration fee for FV-tagged vehicles, which is for identification purposes only and does not constitute full vehicle registration

Limits FV-tagged vehicles to operation within a 20-mile radius of a farm owned or managed by the vehicle owner, and requires proper licensing, stop lights, turn signals, and functioning brakes

Eligibility for FV tags requires farmers to derive at least $1,000 annual income from farming and own or rent at least 10 acres actively used in farming operations

Permits FV-tagged vehicles to be used for farm operations, assisting other farmers during harvest, or personal non-commercial use, but prohibits use for hire or rental
