Requires pharmacies and retailers to electronically submit pseudoephedrine and ephedrine sales information to the National Precursor Log Exchange (NPLEx) system before completing over-the-counter sales, effective January 1, 2014.

Prohibits sales if the NPLEx system generates a stop sale alert, with an override function available only when a sales agent has reasonable fear of imminent bodily harm; all override uses are recorded.

Requires retailers to maintain written or electronic logs of each sale including transaction date/time, purchaser's name/address/date of birth, government-issued ID information, product name, and amount.

Maintains existing restrictions that pseudoephedrine and ephedrine products must be sold only from behind a counter or locked container, purchasers must be age 18+, and individuals cannot purchase more than 9 grams within any 30-day period.

Establishes that Delaware State Police shall receive weekly transaction records and real-time access to NPLEx information through a memorandum of understanding with the National Association of Drug Diversion Investigators; violations remain classified as class A misdemeanors.
