Amends Delaware Code Sections 1025 (Title 10) and 4372 (Title 11) to expand the definition of "terminated in favor of the accused" for adult criminal record expungement.

Adds successful completion of probation before judgment as a new category qualifying a case as "terminated in favor of the accused," allowing automatic expungement eligibility rather than requiring discretionary court approval.

Clarifies that "case" means a charge or set of charges related to a complaint or incident that are or could be properly joined for prosecution.

Retains existing expungement eligibility categories: acquittal of all charges, nolle prosequi on all charges, and dismissal of all charges.

Improves administrative efficiency by reducing Superior Court resources needed for expungement requests, particularly for probation before judgment cases.
