Amends Delaware Code Title 29 to expand eligibility for purchasing under state central contracts to include participants in the Business Enterprise Program (BEP) of the Division of the Visually Impaired.

Allows BEP participants who hold a valid Division of the Visually Impaired license to purchase materials and nonprofessional services under central contracts negotiated by the state.

The Business Enterprise Program creates economic opportunities for blind Delaware residents by operating snack bars, cafeterias, and vending facilities on federal, state, and municipal properties.

BEP participants are granted priority to operate vending facilities on federal and state property under federal law (20 U.S.C. § 107) and state law (16 Del. C. § 9606).
