Impose a $25.00 penalty on criminal defendants and adjudicated delinquent children for offenses committed within Wilmington's jurisdiction, in addition to any existing fines or forfeitures.

Exclude traffic offenses (violations under Title 21) from the penalty assessment requirement.

Prevent suspension of the $25.00 penalty even when fines, penalties, or forfeitures are suspended in whole or in part.

Direct courts to collect the penalty and transmit it to the State Treasury, which will deposit funds into a separate account and pay the City of Wilmington by January 31st annually.

Establish the penalty to offset costs incurred by the City of Wilmington for investigation, arrest, and prosecution participation in state court proceedings.
