Adds definitions for "Temporary Large Event" (public or private gathering of 1,000+ people requiring admission fees, such as music festivals or car shows) and "Temporary Large Event Promoter" to Delaware alcoholic beverage code.

Allows licensed alcohol vendors hosting temporary large events to share profits from alcohol sales with event promoters, notwithstanding existing prohibition on profit sharing under §561.

Requires licensee to remain responsible for purchasing, reselling, and dispensing all alcohol in compliance with state law and regulations.

Requires temporary large event promoters to obtain a temporary large event license and submit an affidavit certifying compliance with liquor laws, submission to state jurisdiction, and that they are not manufacturers, suppliers, or importers.

Establishes $500 licensing fee for each temporary large event with no additional application processing fee.
