Establishes solicitation time window of 9 a.m. to 8 p.m. prevailing Delaware time only, applies to all sellers including nonprofits, public utilities, and cable operators.

Permits homeowners to prohibit door-to-door solicitations by posting "No Solicitors" signage at entrance or providing written notice to sellers.

Clarifies that solicitation identification requirements do not apply to sales made solely via telephone, mail, email, or Internet.

Establishes penalties of $75-$150 for first violation and $100-$250 for subsequent violations, with Attorney General enforcement authority.
