Requires Alderman and Assistant Alderman to reside within Sussex County, be at least 21 years old, be U.S. citizens of good character, and not hold other city office or employment.

Limits Alderman Court fines to amounts established by charter (reduced imprisonment from 60 days to 30 days) and prohibits compensation from being contingent upon fines collected.

Mandates physical separation of Alderman Court facilities and staff from other city operations to ensure judicial independence and public confidence in the court.
