Removes the requirement that applicants for medical licensure undergo a personal interview by a Board member as a prerequisite to obtaining licensure.

Changes the lookback period for obtaining service letters from health care facilities from 5 years to 3 years for applicants with prior direct patient access or staff/admitting privileges.

Maintains requirements for current service letters from all facilities where applicants currently have direct patient access or admitting/staff privileges.

Preserves the requirement for letters of reference from 2 non-relative physicians for applicants who have not previously had direct patient access, were self-employed, or whose former facilities no longer exist.
