• Replaces Delaware's charitable solicitation law with the Delaware Charitable Solicitation Act of 2013, establishing comprehensive registration and financial reporting requirements for charitable organizations, professional fundraisers, and professional solicitors operating in the state.

• Requires charitable organizations soliciting contributions in Delaware to register with the Director of Consumer Protection and file annual financial reports including gross revenue, expenses, and balance sheet information; exempts religious organizations, political entities, small organizations under $50,000 gross revenue, educational institutions, hospitals, and certain fraternal organizations.

• Mandates registration of professional fundraisers and solicitors with $250 initial and renewal fees; requires professional solicitors exercising custody of contributions to post a $25,000 surety bond and maintain detailed records for five years.

• Prohibits deceptive practices including misrepresentation of identity, false endorsements, failure to disclose compensation percentages, unauthorized use of organization names, and solicitations outside 8:00 a.m. to 9:00 p.m. hours without prior authorization.

• Establishes civil penalties up to $5,000 per violation and criminal penalties of up to $10,000 fine or 2 years imprisonment (Class G felony) for knowing violations; grants the Attorney General enforcement authority and the Director power to deny, suspend, or revoke registrations.
