Expands absentee voting eligibility for those whose business or occupation requires travel or work hours that prevent polling place attendance, including caregivers for family members requiring care due to illness, disability, or injury.

Eliminates the requirement that absentee ballot affidavits be notarized or subscribed and sworn before an officer authorized to administer oaths.

Allows registered voters eligible for absentee status based on specific reasons to apply for permanent absentee status, requiring automatic ballot delivery for each election.

Permits permanent absentee status to be cancelled upon undeliverable mail return, voter death or disqualification, registration cancellation, written request, or notification that the qualifying reason is no longer valid.

Requires departments of elections to post lists of permanent absentee voters on their websites and allows overseas and military voters to request permanent status through the federal post card application.
