Removes the provision that failure to wear a seat belt serves as an aggravating circumstance for sentencing purposes in other vehicle violations.

Eliminates the penalty assessment of up to $20 (40% of fines) that was imposed in connection with other Title violations and credited to the Victim's Rights Fund.

Establishes a flat $25 civil penalty for any person found to violate the seat belt requirement as an independent violation.

Multiple seat belt violations by different people in the same vehicle at the same time are treated as a single civil violation.

Maintains no motor vehicle points and no driving record entry for seat belt violations; Justice of the Peace Court has jurisdiction over civil penalty cases.
