Clarifies that the State Escheator's duty to protect confidential information applies to all of Chapter 11 (abandoned property laws), not just a specific subchapter.

Extends the deadline for holders to enter into voluntary self-disclosure agreements and make payment from June 30, 2014 to June 30, 2015, providing an additional year for compliance.

Allows holders who previously entered voluntary self-disclosure agreements before June 30, 2012 to enter new agreements covering related entities, additional property types, or time periods not included in their original agreements.

Expands incentives for holders of abandoned property to voluntarily report and resolve claims with the state through the voluntary self-disclosure program.
