Aligns security guard and private investigator licensing requirements by establishing uniform qualifications for both occupations.

Allows licensing for applicants with up to 2 misdemeanors involving theft or drug offenses if the offenses occurred more than 7 years before the application date and did not occur during regulated employment.

Expands disqualification criteria to include misdemeanors bearing a relationship to security services performance, determined at the Board's discretion.

Disqualifies juveniles adjudicated delinquent for felony-level conduct until they reach 25 years of age.

Clarifies that multiple offenses committed on a single date count as one offense for purposes of the theft and drug offense limitations.
