Amends §3301 to require minor political parties to file certificates of nomination within 10 business days of their nominating convention instead of by August 15 at 4:30 p.m.

Clarifies that candidates nominated by parties must be registered members of that party at the time the certificate of nomination is filed.

Amends §2049 to change the period for party affiliation changes during a general election year from "March 31 through September 1" to "the last Saturday in May through September 1."

Requires persons changing party affiliation to be candidates to also submit a withdrawal form for any other candidacies they may have filed.

Updates §3303 to reference both §3301 and §3303 when determining supplemental certificate filing deadlines for substitute candidates.
