Extends the permitted hours for alcohol sales from 1:00 a.m. to 2:00 a.m. for stores and on-premises consumption establishments, changing the mandatory closing time from 1:00 a.m. to 2:00 a.m.

Establishes a new special license fee of $1,000 annually for small venues and $5,000 annually for large venues to sell alcohol after 1:00 a.m., in addition to existing license fees.

Limits gathering license holders to operating no later than 1:00 a.m., regardless of other provisions.

Maintains existing prohibitions on sales to minors and allows municipalities with populations over 50,000 to set earlier closing hours by ordinance.

Becomes effective 90 days after enactment.
