Creates new §720 of Title 19 of the Delaware Code making it unlawful for employers to discriminate in hiring or discharging employees based on membership in volunteer emergency responder organizations.

Defines "volunteer emergency responder" to include volunteer firefighters, members of ladies auxiliaries of volunteer fire companies, volunteer emergency medical technicians, and volunteer fire police officers.

Permits employers to take otherwise lawful actions regarding hiring, discharging, or requiring attendance of volunteer emergency responders.

Amends §712(a) to authorize the Department of Labor to investigate unlawful employment practices under the new §720, including powers to enter workplaces, inspect records, issue subpoenas, and commence civil actions in Superior Court for violations.
